Mobile Fueling

The term "Mobile Fueling" refers to the delivery of flammable or combustible liquids directly from mobile vehicles (i.e., tank trucks) to the fuel tanks of vehicles. Title 174 "General Requirements for Underground Storage Tanks and the Storage, Transportation, Sale and Use of Petroleum and Other Regulated Substances" allows mobile fueling to occur at restricted locations, if proper permits are obtained from the OSFM

The rules allow mobile fueling only in counties of 3 million or more inhabitants (Cook County) or counties that are contiguous to such counties (DuPage, Kane, Lake, McHenry, and Will counties). Furthermore, the rules provide that the OSFM regulate (in the form of permits) both the company that delivers fuel from portable vehicles as well as each individual site where fuel is dispensed into vehicles. The rules establish fees for obtaining such permits. 

Separate applications are applicable to companies that will deliver fuel via mobile means and for sites that will accept fuel from mobile tankers. The applications are available from the OSFM's Chicago regional office (312-814-2693).
